Nobody 'has' to work sure, but most still get a job anyway, for reasons like building social status, finding purpose, enjoying the job itself, or just to kill boredom.
Technology is advanced enough that traveling super far distances became rather easy, opening the universe and all it's space to us. Discovering places to grow food isn't too bad an issue, and their are already regulations in place to protect these areas, so food scarcity isn't a bad problem at the moment.
At present though, the biggest regulation for keeping people from being too greedy with how much they take, is all due to how the society works. Instead of money, it's a 'social status' society, where how you are treated and how willing vendors are to giving you free stuff all depends oh how well you treat others and how much you work.
Like for example, if I lived in that world, and I went up to a food vendor and demanded all of his stock, I might get lucky and they actually will give me all of it (rare, but it depends on the vendor and how nice/clueless they are). BUT, my comlink will have record of it (comlinks are used in transactions, kinda like digital receipts). So then when I go to another vendor, that vendor will see that I asked for what was probably a hugely unnecessary amount from the previous guy, and probably deny me of their goods. And if I had made a habit out of constantly asking for way more than I NEED, vendors will most likely make it a habit to STOP giving me stuff.
But on the other hand, if I instead asked for only the amount I needed to feed myself and my family, and my comlink showed that I actually had a job, it shows that I have been making efforts to be a good member of society that gives back to the community with my services, and vendors will be a LOT more willing to help me out and give me free stuff that I need to survive.
Of course, if either me or a vendor contest a transaction, we could always go to court over it so outside evidence can be brought into play to help sort it all out.

From what I've gathered, the world of Hybridor is a (seemingly) post-scarcity utopia where your every need is satisfied and nobody has to work.
Pfft, right.
But it's nice that almost everyone is fed. To that extent, at what point does food consumption become a major problem? Between an unhealthy addiction to cost-free food and limited farmland, too much consumption can cause a scarcity crisis. So what regulations are in place? Or is it mostly propaganda keeping people from stuffing their faces every second?
